Building rules and regulations here in Far North Queensland are unfortunately a real pain in the behind, much worse than the USA. I have spoken with more than one structural engineer and they all confirmed the technique used by DomeGaia would not be accepted here, because for a cyclonic area the roof has to be 'anchored to the foundations'. So, you either have concrete poured onto a cage made of steel or basalt rods, or you use a 'shell' type system, like the one used by Domeshells, near Byron Bay. So, anybody who isn't a QLD registered structural engineer will never be able to certify my dome here.
