Can one make a water tank out of the material, and has anyone done this?

Air Crete is porous and will absorb water so you would have to finish the surface. Due to the low tensile strength of aircrete you would have to add a lot of rebar or better yet fibers if you want an above ground tank. I have not tested it for water retention on its own but am building a turtle pond that will be finished with a tadelakt (lime based) top coat.
